Best way to do "cartoon" sunrays?

I am trying to figure out a way to make a cartoon look sunray. I could do it by manually doing each ray and then manually placing them. But I just have the feeling there must be some much more quicker and easier way to do it :P
Am I right?
To clarify what I mean with "cartoon sunray" it is those beams coming out (often rotating) in cartoons. Here is an example of this that is used in the background sky: http://www.youtube.com/watch?v=uC_We7YdGUs&feature=player_embedded#!
