I don't have this! I've been following some tutorials and the one's that i like all have this step in them. Prob is that when i go to try it warp is not there. I'm not sure if maybe it's a plug in but any help would be appreciated!! Thanks All!!

i think from what i can gather that only CS3 and CS4 have the ability to warp layers. Photoshop will only warp text layers.
If someone could verify this it would help!

It was a new feature in CS2. If you have an older version of PS, then you won't have it.
