I found this pic on the internet and i love the effects. Can anyone please tell me how to apply these effects on any image.

Looks like it was vectorized. Then hue and color was tampered with. Then grunge brushes around the edges.

First of all you have pasted a very small photo, if it was a little bigger it would have been better. Anyway, This could be Hue & saturation in photoshop and a lot of layer masking and brushing is involved too. If you understand photoshop layer masking, you"ll know what I'm talking about...

An example of layer masking is in my link below

mm it could be achieved by using hue/saturation but as first option i would try a layer with ADJUSTMENTS - GRADIENT MAP and some similar colors as the example
