OK FOLKS, I'M PRETTY NEW TO PHOTOSHOP AND KNOW VERY LITTLE.. WHAT I'M TRYING TO USE IT FOR IS THIS.. PLEASE SEE THE PICTURE AND PUT TOGETHER A TUTORIAL ON HOW TO CREATE THIS EFFECT!!

It looks like there is one layer (background) that has the brick wall and another layer with the guy. If you take the layer with the guy and add a drop shadow and then mess around with the inner/outer glow. Just play around with the filters and functions.

This actually looks like it might be something that was done using Topaz Adjust

I actually haven't had a chance to use even this plugin, I just found it while searching and the web page showed some awesome results, thought I'd pass it along.
