:) Open both pics. For each one, go to Image>Mode>RGB Color. In the Title bar above each pic, you'll see that it changes from 'Index' to 'RGB/8'.
Make sure the focus is on the Cuban flag.

Sorry, I should have said in my first post, set the mode to 'Difference'. That always gives interesting results. :)

Check the mode. If it's set to 'Normal', you'll only get one gradient to a layer.

This is what I came up with. I created a new layer, set the foreground color to #000000, background color to #959595. Then filter>render>clouds. Then set the opacity to 65%.
