My last job in metalic inks was 4 lots of business cards and the printer wanted them layed out as layers in InDesign.

I normally do this sort of thing in a vector based program like CorelDraw or AI.

Of the top of my head this may work.

Print it out as a PDF from ID, then bring it into PS

also saving the image at 300 dpi is very overkill for a billboard.
Your printer would probably be using a very coarse halftone screen so 72 dpi would perhaps be a high enough resolution.

I agree with combibob.

If you use the silver as a base color the CMKY colors that overprint that would dramatically change as the GMKY inks are semi-transparent.
