I was doing a lesson in photoshop,I had the character panel window open, I then set some parameter's in the tracking box then I was instructed to press enter or return or, scrub the tracking label to set the value.
What does that scrub term mean?

Scrub is usually associated with video, meaning to review the video at an accelerated rate vesus just playing it normally. "Scrub through a video."
I don't know what lesson you are doing, but even "tracking label" isn't a normal Photoshop term. |

The scrub is just the bar that moves through the animation panes in Photoshop and Flash (and the like).
