how do i vectorize a design/image
Like this one
SO i can cut it out on my plotter aka sticker cutter!

If the text portion is a font, then that is already vector, as for the white line, get your pen tool, draw a path and then stroke it.

I use VectorMagic for quick and easy vectoring, but it's not free.
I'm not familiar with vectorizing with the pen tool in Photoshop but if you need that image vectored here is a link to the one I just made with VM, took about 3 seconds
