Al Wards Action EFX problem

Hello. I am a member of Action Efx, a place run by author Al Ward. He has automatic frame actions, new, that I seem to be unable to work right in CS3. His site tells me this is supposed to work, but they do not. I think it may be on my end. My question is this:

when I start to run an action, the action stops right away and says : The option BACKGROUND is not currently available.. then, later it'll say the same thing for other The Command DRY BRUSH is not available..

where // what am I doing wrong?

Where or how do I find these missing "parts"???
