Maybe a Radial Blur set to zoom?

Filter -> Blur -> Radial Blur -> Zoom

If the image is 'gamesexposed' several things have been done.

The background is made with a filter that comes from a third party (Dragonfly==>Sinedots) The filter can be found here: http://www.philipp-spoeth.de/

The text is made with an action (explosive text). Here you can find an action that reproduces this: http://user.fundy.net/morris/redirect.html?photoshop6.shtml
