Automatically re-size image then move to certain x and y pos

I am able to use action to resize an image to a certain % of its original size and angle but I can not find a way to move the center to a certain x and y position. When i enter to coordinates into transform in the action and try to perform the action, it only moves it relative to its position I dragged it to. Also, I can not(or dont know how to) use paste into selected area because i can not select the area with enough precision.

In summary, I am looking to drag an image to an already created file and somehow automatically move to a certain x and y coordinate while changing its size to a certain percentage of its original.

Make sure the little triangle button isn't active and it shouldn't be relative. (see below RED)
Also make sure you have the center reference point selected if you want to align the center point.
(see below GREEN)

You could also use grids/guides and snapping however you should be able to do it just using transforming tools.
