I saw this website and I want to know how to make that kind of banner. Here is the website http://stopdesign.com/articles/ just that page banner.
Is there a tutorial I can follow or can you give me some step by step on how to create something like that.

There are a few different elements to that banner? Which are you looking to duplicate? You can do the blurred background thing pretty easily by grabbing a photo and apply a zero degree motion blur filter to it. The rest is pretty much just lines and text on top of the photo.
