To get a small gif file size, image quality is directly effected.

Try the different presets for gif in the 'save for web' window. Reducing the amount of colours will shrink the file size.

Flash is the most common way of producing high quality animations when a gif is not suitable. 90% of animations will be smaller in flash, however they require third party software to be viewed and are commonly blocked by ad and script blockers when attached to a website.
