Hi. I need to fill one image (or the exact shape of one image) with another image. The pen tool seemed to be the answer by tracing the shape and turning it into a selection, then filling with the new image. Sounded good anyway, can't seem to do this. Any suggestions? Am I using the wrong tool? Thanks in advance for an answer.

assuming that your 2 images are alone on their own separate layers, and you are NOT trying to transform or stretch or morph one of the shapes but just use it as a fill

put the image you would like to use as the fill on a layer above the layer that has the image you would like to fill. Hover your mouse between the 2 layers in the layers panel, click Alt(or Option) until u see some little yin & yang looking icon and then click your mouse

you can use your move tool, if need be, to move the top image around to your liking

or

as in the manner you were doing, you can make the selection as you did, around the shape you want filled, then while the selection is active, make sure you have the layer with the fill selected in the layers panel, go to: Layer>Layer Mask> Reveal Selection. That will hide everything outside the selection you made.

Or. after you created the shape. select the photo, copy it, create a new layer and click Paste Into from the drop down menu Edit>Paste Special>Paste Into.
