how do you make the flame look? I've tried and tried and tried and I just can't get it. Is there a plug-in to get the flame or can I use the text editor thing?
Lol, sorry I'm new at this :P

Photoshop 7 most certainly does have Smudge and Burn

Smudge is grouped with Blur and Sharpen (Hotkey: R)

Burn is grouped with Dodge and Sponge (Hotkey: O)

You can cycle through a toolgroup's tools with Shift+Hotkey

Ok the smudge is with the blur tool you get to it by clicking the mouse on the water drop and draging down just a little

the burn looks like a fist and dodge looks like a lolly pop and they are grouped with sponge you get to them the same way this last set i belive is directly below the flood bucket

I don't know what kind of flame you want but...if you make a Text and select that text layer then add a wind effect to it and rotate it 90degrees and repeat that step 3 more times until it is facing the right direction.
