I didn't know exactly what to call the effect I want to have, but I'll try to give the basic idea.

I want to sort of...blur a picture, but not exactly. I want the picture to be like a person is looking through fog or something, so they can see it but it looks kind of...glazed over.

Any ideas? If I'm making no sense at all tell me and I'll try my best to explain it better.

here is one quick little trick;

1. add a layer mask to the image
2. with the layer mask selected, choose filter>render>clouds.

You can even keep applying the clouds filter over and over until you get the look you want.
