Michelangelo, I am unfamiliar with the "Stencil" filter... perhaps you meant the "Cut Out" filter? Even then, it doesnt work that well.
thefirstspacemonkey, what I would suggest is this:
1) Make a new layer with your original photo, and desaturate it.
2)add a glausian blur, light enough so you can still make out details.
3)add a brightness/contrast adjustment layer, making it more contrasted.
4)Now posterize your layer, you can select the number of levels in it too. All the photos you have listed are 2 levels.
5) You should be just about done, just adjust the final with brightness, contrast.
Hope that helps, it's tricky getting that effect, and lighting can make a huge difference!
