In the attached photo, I want to keep the parking space outlines but remove all the extraneous text in the middle.

What is the best way to accomplish this?

The picture is tiny. I can't make out a single piece of text and I can't see a way of downloading a larger version of it. However from what you've described, you can remove almost anything by using the heal tool and the clone tool - zoom in and use the marquee selection or magic wand tool to isolate specific areas if necessary.
