I want to upload some pictures to a web site that requires the pictures to be 1400 pixels on the longest side and no more than 1.0M in size. I take all of my pictures in RAW format. When I use want they want I set the resolution to 72 and the only way I can get the JPEG picture to 1.0M is by setting the longest side to 725 pixels. I know that I am doing something wrong but I can't figure it out. Can someone point me in the right direction?

Use file-save for web. Set the size you need then on the flyout menu pick the file size.
