do you mean how you see it in photoshop, or how you view it in another program after you just changed the size (in other words you want to change the size of a JPG in photo shop so that it's smaller/larger on your web site)
If that's the case where you want it to look smaller or larger in another program when you open it up, then you want to to the menu Image and select Image size
