Help with outer glow in Illustrator

PS Version: CS4
OS: Windows XP

I need help with applying an outer glow to an image I am creating in Illustrator. I have some eyes they need an outer glow, but when you apply an outer glow it applys the glow to the entire outer edge and I only want it to be applied to half of the line. I have an image that has marks in red that show where I would want the glow. Any suggestions on how to get this done with a way that will be most professional and best looking that wont clutter my file. THANK YOU.
