How can I smooth an icon (.ICO) border/edge ??

Hi friends, I've download some icon images in JPG and saved them as .ICO on photoshop, but therefore the borders/edge are smooth on JPG format, when saved in icon format, they became odd.

Please, I will appreciate any help.

Might have something to do with the size/dimensions of the jpg.

Back when I use to make icons I remember having to create multiple sizes of the same icon to merge into a single ico container to cover all of the icon sizes windows offers.
