but with photoshop, any ideas how?
it wud be cool if you can give links to some presets or brushes that can be used to re-create this.
i have photoshop cs3, if needed, i can upgrade anytime.

hi,
simple enough... although not going to find any specific tutorials for it but here some ideas
1. find a good logo you like and do a outline selection and on new layer where selection shows just do a stroke..
2. now you can neoneffects or glowing effects... what ever suits you best for the colors..
3. that raggedness you on white there... try your various grass brushes they might work or go looking...
now the smoke... there various tutorials but... there a little color in that smoke so.... i had been looking a creating nebulas and might work here....
