How could I create a shiny plastic texture for skin? HELP!!

I have a freelance client that wants me to take an image of a person with a natural skin texture and make it look like the attached image, done by another designer that my client knows. I have been trying to create the texture but have not been able to make it just like this. I thought it would be paint daubs but paint daubs does not look smooth.

This is an untouched image of the person with natural skin for comparison.

Yes it's very visual.
Move the slider see the results.

There's a free trial download I don't remember it it's fully functional for the trial period or not.

Google Topaz Simplify, it's EZ to find.

There is a free trial but you cannot save your work. Is this possible to do in Photoshop without purchasing Topaz?

Blur>Smart Blur will get you close, perhaps a little bit of Median.

You could also research 'artistic painting' tutorials and the like as these could be adapted.
