I'm edditting pictures, and someone wants this effect, but I can't figure It out! Can i get any help?! thanks! :)))

Try have a play with Image > Adjustments > Exposure

It also looks like a bit blurry, so u might want to add some.

Try the Diffuse glow filter too.

not sure what effect you mean?

it's overexposed in places?
