i have a logo with a white background. i want to "lift" the logo from the background so i can add an outer glow to just the logo. what's the best way to do that? thanks.

Make it a layer. Once it is a layer click on the layer inside the "layer table." It'll open a window up that will effect only that layer itself. On the upper left hand side of that window there should be a box that says "Outer Glow." Check the box first and then open that section. You should be able to play around with the size, color,angles and so on. Hope that helps :)
