How do you blend a picture with another because I am trying to make a sig and I am using a picture with another one that its supposed to be blend together but I dont know how thank you :)

wow, wow, patience :P

1. Click Mask Layer.
2. Select Round Soft brush and paint with black.
3. DONE.

PS has a feature which may help depending on the images. Check the help files for Auto Blend.

Put the other picture over it and change the blending mode
probobly overlay would be best

Not really, I suggested Auto Blend. That's a blending feature for multiple images that are similar. If you haven't used it, check it out. It can be very useful and a great time saver.
