				| Beyond the buzzer uses some third party plugins,
definitely the Topaz Adjust and by my guess also the Detail and the Artistic Smooth thingy.

 DeNoise will get some extra stuff done as well:

 Note that just Adjust on its own will get you far though.
 
 Most likely they have a preset created themselves and just have a few more things to tweak from that preset on. My tip would be to start browsing through the presets and find the one that's closest to the effect you desire (ThorrolGraphics has a similar effect - choose the one you like or 'invent' your own variation, being creative is the biggest fun one can get out of photoshop) and start playing with the sliders. Once you get something that will serve for a good base to tweak from save it as a preset so you'll be able to quickly open it up next time.
