I am simply trying to copy and paste all the wolf symbols into the same layer (without having to merge down); however, whenever I attempt to copy and paste the wolf symbol into the same layer it creates another layer. Is there a way to solve this?

Honestly, it's always better to have things on layers. Merge the two if you want them on the same layer, it's hardly any work at all. Bear in mind after they are merged it will no longer be possible to move them independently.

But if that's what you want, with the object still selected hold down ctrl+alt and drag on the object to create a duplicate on the same layer. Now you'll have two, and the new object will still be selected so it can be moved independent of the original, until it's deselected.
