Hi I'm new to this forum and to photoshop.
I would like to create a similar to the one above but i'm a bit confused how it was done.
1. Black and white photo. no problem.
2. Change the Opacity so that it is not so strong??
3. A new layer with a Gradient map, with light blue to white???
or is this is completely wrong?

Sounds like you're on the right track. Rather than a gradient map, try a gradient on a blank layer and set the blending mode to multply (might give you better control). Also add a solid white color below the picture layer.
