ok me and my bro thought of a special effect and we think its possible we havnt found it yet though as a tutorial, could anyone tell me how i can see a picture through a scan bar while it goes up and down on a seprate picture its hard to explain but while the scan bar goes up and down on one picture, inside the scan bar you see a whole other picture inside?

That would have to be made of flash and it would be easy to make too.

also theres a effect ive seen on naruto i wanna know how to do to my pictures

how its B&W with some motion feel to it giving it intensity but keeping the eye color

select both eyes then go
select>invert selection
then do a radial motion blur and saturate the selected area.
