In IE:

Tools>Internet Options>Advanced>Multi-media.

There should be a radio button to toggle the toolbar.

You could insert code into your html to make sure that your image is not affected by the toolbar, but it is easier to just turn the option off in IE.

<META HTTP-EQUIV="imagetoolbar" CONTENT="no">

Paste the code into the head section of the page. Works for IE, as other browsers ignore the instruction.
