I'm fairly new to photoshop, been at it about 2 weeks now and i want to do this specific type cartoon idea that i saw on a mixtape cover and i've seen it in other places but cant for the life of me find a person who can tell me specifically how to do it. The attachment is below, if anybody could pleasssee help me that would be greatly appreciated.

Don't jump into any projects when you just have Photoshop for two weeks, that's like trying to fly without ground school.
Get a good book or cheap video (VTC for example)
