I had someone design a logo for me and he provided me with AI and EPS versions of the artwork. I've tried a variety of programs and I'm unable to find anything inexpensive that will open and allow me to work with these as vector files.

I need only to do basic manipulation so I don't want to spend the big bucks for Adobe Illustrator and the like.

Suggestions, please, on what my choices are?

This was above my pay-grade, but I did a little searching and it seems Inkscape might be what you need. If you encounter any problems reading EPS or the like there are a number of Google topics on the subject.
