Need assistance on imitating technique

I'm looking to imitate the technique used in this image. I can't seem to get the contrast, coloring, and texture right. Can anyone help?

What is that pic of? For sure used a lot of dodging and burning, contrast and brightness, color adjustments, hue / saturation, those blue streaks can be made with the pen tool, but there is more than just the pen tool. You can look up tutorials online or something for those. He looks like he put some grain in it, then blurred it. Or maybe unsharpened the mask.
