I am trying to create some flooring for a photoshop project that I am working. I have created a pattern that I will use on the floor, but what I have been unable to do is create a plane with a vanishing horizon line that I can apply the pattern too to complete my flooring. So if someone could give me some help with this.

Make a selection with the rectangular marque tool. Fill it with your pattern then use transform perspective.
