NEED HELP; IAM STUPID

hi guys this is my first post ; so i have a question; as you can see in the pic; how do i turn this OFF; i dont know what it means but it doens let use the marquee tool like i need to; everytime i use the rectangular marquee it sticks to that freaking blue square and it doenst marquee just what i need too. need help thanks in advance
