If by clear you mean in focus, there is no way to make an out of focus picture look focused. The most you can do is sharpen it, but it won't ever look really sharp.
On the plus side, it's not a bad picture. A soft looking image like this one is just a different style, and in this case I think it compliments the subject.

GJ on the softening (of this ISO grain), you managed it without losing too much detail. Good compromise Hawk.
