Hi there, I'm trying to find out a way to make this type of effect on the American flag http://www.usmcwarlords.com/
As you see it has some kind of filter or something on it and I would like to also know how to make that custom fading effect with the arch also.

Looks like they have used layer blending modes to achieve what ever that is.
Have included an example of how different textures and patterns combined with blend modes can be used to effect an image.
Flag is the bottom layer.

Fading arch can be made using the 'polygon lasso tool' to achieve a point and then 'refine selection' with a feather.
