Pen tool cant draw outside box.

Hey all,
I've been working with Photoshop cs2. And I've been following this Photoshop tutorial ebook, and one tutorial the author ask's to create a new file/image. Then to pick the pen tool and click on any spot outside the box/image and start a line path outside then draw in. My problem is this that I cant click anywhere outside the box, the pen wont write outside. ONly inside. Outside the cursor just turns into an arrow, then it will into a pen image when I'm inside of the box.
I've tried everthing, crl, shift, alt..etc.. Preferences and options. Am I not clicking on a tab, or somthing to make this not work? Am I using wrong Photoshop??
Any ideas..........would be of great help>

Im trying to create a web header, that's why I need to be able to draw outside the box. Hope this helps,,

Just pull the edge of the image...now you'll have the space needed.
