Photoshop CS2 doubles the image size on new photo

I did not notice this before, but when i create a new photo, and let's say select image size to be 40x60 mm at RGB 8 bit, i actually get a 80x120 mm image..

So PS treats 1 cm as 2 cm!!! What's going on?
