If you open this file in Image Ready you can see, frame-by-frame, how it was assembled in IR’s animation palette.
The only special PS effects are the moving light scratches (number of ways to do this, experiment a little. Try selecting with the single column tool, then add some noise. Break it up with eraser?) Plus motion blur on some frames at the end. Nice effect.
