Trying To Create Images That Are Like The Picture I Attached

Hi, I'm trying to create pictures that have this effect on them. I've manged to apply a pattern to a layer that will give me the dotted effect over the image, however, I have no idea on how to create a angled cut that it has as well as the light blue border. Also, if you notice, the dotted layer/pattern has some type of graident where is sort of disolves into the picture. Any suggestions would be appreciated. to get the corner the way I would do it is to add a layer then put a rectangle on that layer and rotate it to the angle you wish to have for the corner. Then CTRL and click on this layer to select the shape. Select the layer that your picture on and press delete. Then just delete the layer with the rectangle on. As for the outside line just apply a stroke from the layer styles. The blending can be acheived with layer masks.
