dont hav ea clue what effect ur talking about however thers tons of tut's for u to choose from and i bet you could find a tut on teh "plasma effect" if you linked to a page or uplaoded a file i could probably let you no more information

kinda looks like render differnece of clodus and then image adjust levels, or brightness and contrast, should give somewhat of a basic version of that but not to sure
