How to remove the softening?

I just reinstalled Photoshop 7, reformat and installed winxp, now when I try filling anything its softened and its getting really annoying..

If you look at say a smiley, its a solid black line around/inside the circle, if I try to do that it gets softened (say 25% or 50% opacity even though its supposed to be 100%)

Any ideas on how to fix, thanks.

Tried :-/

Im talking about fill tool, the pencil etc... It is soft when I mark a circle or something..

I beleive it's the brush.
Choose a brush that has less feather or softness.
