So I'm posotive I know how to make this effect of almost a "double exposure" but my question is would I have to have the original photo and a photo of a old stucco wall to have this effect? Or does CS2 have a custom background like it?

You'll have to have an image of both or you can achieve the background effect with a mixture of brushes/stock photo's and some practice.
