File size increase?

Part of this is taken from a post I made below but it's more of a specific part of it. If I take a 300 dpi file, change the resolution to 72 yet keep the dimensions the same, shouldn't the file size decrease? As it is, if I do this and do a 'save as' the file size increases at every setting in the jpg options box down to 'High' number 8.
