Making electric effect in image..

Hey guys

I have seen the image below, [see attachements also]

and would like to add an electicty/power effect, to make it like the image below...

Any ideas/pointerson how I could achieve this??

ps; for ease, Ive attached the files, I would liek to go from image 1 to 2. cheers.

The way of most simplicity is to use the brush tool with 0% hardness and, on a new layer, paint on the places where you would want a flare. Then, apply an outer glow to the layer and customize the settings to meet your tastes.

Any ideas what this effect is called, I'm sure theres more on it out there somehwere if I oly knew what to search...?!
