Strange picture - cannot change the foreground color !!!!

My friend sent me this pic, and I tried to edit it. However, when I filled the pic using foreground color, it was always grey (I chose yellow). I noticed that the foreground was set to grey no matter how i changed it. Any suggestion ?

It sounds like you're in Grayscale Mode. Switch to RGB by going to Image>Mode>RGB color.

This should fix it.
