What i want to do, is take this card:
And take away the three numbers at the bottom, the three numbers on the side, the title (light priestess enyi), the black bar that says heal on it, and the background picutre, so that essentially what i am left with is the border of the card, the three symbols at the bottom (without any numbers in them), the three symbols at the side (without any numbers in them) and the bar that says hero.
Is this possible to do in photoshop CS 4? If so how do i do it?

To be honest, you are better off just re-designing it from scratch. The picture is small, so I can't really get a good idea of what you are working with, but it looks like you would have to reconstruct a majority of the artwork, particularly the symbols with the numbers inside. If you have any of those symbols without the numbers, that would be a good first step, otherwise it would take a considerable amount of time even with a tutorial.

if you can scan this card in at 300dpi to get a better resolution, this is easy to do .... at the size you have it crdchris is right .... just redesign it yourself.
